Partnership Review Exercise Posted by

Hi,
We're carrying out a review of our partnership structure here in Cardiff. Our aim is to ensure that our partnerships are as well structured as possible, with good communication across the board. We're looking specifically at things like co-location of partnership staff and joint (cross-partnership) arrangements for commissioning.
I wonder whether anyone has carried out a similar piece of work, and, if so, whether they'd be willing to share some of the details of what they did? Any info much appreciated! I'm on PCosh@cardiff.gov.uk. Many thanks

Hi Patrick
You may also be interested in a local government performance and partnership management research project that I was involved in for SOLACE and The Communications Challenge Ltd last year focusing on how local authorities use communication as a strategic tool to improve performance both inside an authority and when it is working in partnerships with others. You can read more about it on http://www.index360.com/shownews.asp?newsid=30 and/or happy to discuss it further on gwenbooth@eventumcc.co.uk.

Hi Patrick and Gwen,
Have you heard of the Smarter Partnerships website? it's on http://www.lgpartnerships.com/ I know of it from a course I attended at the Renewal Academy called Partnership Working and Leadership Skills. The course was very good, and the website holds some tools and processes that I wanted to trial with our housing partnerships on an NDC programme. Alas we did not manage to operate the Partnership Diagnostic process for various reasons (you can't make a horse drink!) but I was impressed with the possibilities for really opening up an honest dialogue between partners to identify strengths and weaknesses and fix the weak points, celebrate the good stuff, make things work better etc. If you do like the look of it and trial the tools, I'd love to know how you find the experience . . .

We use the Bridge Partnership Toolkit in Lincolnshire. This was developed in conjunction with us and we have a programme of activity developed by the cross agency county risk management group and managed by the county council using a network of trained staff in county and district councils. Our recent CAA diagnostic across all partners has identified that we want to strengthen these linkages. The Bridge programme is also part of our LAA as a non-designated local indicator.

Patrick, I am just completing a review of the governance arrangements of the Community Safety Partnership, and a review of the structure of the community safety service. The service was colocated about 2 years ago - police and LA staff. Commissioning arrangements will be a future programme of work.

Patrick,

You may also be interested in taking up a SOLACE/Warwick Business School Partnership Peer Challenge. You will probably find details on the SOLACE Enterprises website.

I have noticed that several local authorities are using a Partnership Significance Assessment Scorecard as a tool in assessing the 'significance' or otherwise of their partnerships. Although each description of the six impacts is reasonably self-explanatory I would be interested to know if anyone has developed some guidance notes on their interpretation that would help lead/contact officers in preparing their responses.
