Review of performance improvement models and tools
In response to more complex environments, higher expectations and the demand for greater accountability, more local authorities are turning to ‘off the shelf’ performance management models and improvement tools to help them strategically manage and deliver against the national modernisation agenda.
There is a bewildering array of models and improvement tools available to organisations to use. The aim of the PMMI (Performance Management Measurement and Improvement) project is to develop a common approach and language on performance management by building on the experience of those who have developed successful performance management and measurement approaches, in the public, private and voluntary sectors.
One aspect of our work is to gain an awareness and understanding of the range of performance management models and improvement tools available and currently in use in local authorities and their partner organisations. The more widely used of these have been outlined in the Review of Performance Improvement Models and Tools (pdf file, 45 pages, 593 KB). These include well known approaches like Balanced Scorecard, the European Framework for Quality Management (EFQM) and Investors in People (IIP) among others.
