Executive Director, Centre for Public Scrutiny

Jessica Crowe's work for the Centre for Public Scrutiny (CfPS) includes:

  • managing the team at the CfPS, which works in partnership with LG Improvement and Development to support overview and scrutiny in local government
  • overseeing the centre’s two major programmes on accountability in the health service: our health scrutiny support programme funded by the Department of Health, and our health inequalities scrutiny programme, funded by LG Improvement and Development
  • leading the centre’s wider work on public scrutiny and accountability across the public sector, and developing new partnerships for CfPS in this area
  • overseeing CfPS’s training and consultancy, and our national events and publications, which provide policy and practical support to scrutineers and others
  • ensuring the CfPS website remains the national online centre of expertise on public scrutiny and accountability.

Since joining CfPS, Jessica Crowe has overseen a growth in the centre’s programmes and the practical support that we provide for practitioners. She has also led the process of CfPS becoming a charity to access different sources of income and promote the importance and independence of public scrutiny.

Jessica Crowe was previously a councillor in the London Borough of Hackney, where she was deputy mayor and contributed to the turnaround of the authority in the early 2000s. She has also been a non-executive director for Groundwork East London and a Foundation Hospital Trust. She was a member of the Independent Commission on Local Councillors, looking at ways of encouraging more people to become councillors, and a founder member of the Women’s Local Government Society, which campaigns for more women in local government.
