Richard Masters

Programme Manager, Managerial Leadership
Richard is the Programme Manager for Managerial Leadership and is responsible for the design, delivery and quality of LG Improvement and Development's national managerial leadership programmes for ambitious managers at key stages in their careers. These include:
- The National Graduate Development Programme for talented graduates
- The Future Leadership Programme for ambitious third and fourth tier middle managers
- The Academy for Executive Leadership for chief executives, directors and heads of service
- Leading on the offering for top team development and supporting the development and delivery of tailor-made programmes for improved joint working by Members and officers
- Promoting and managing a range of high quality leadership research projects and the dissemination of findings, including through web-based information
Richard has in-depth experience of public sector improvement and modernisation, both in the UK and internationally. He has delivered many corporate and some service specific peer reviews in preparation for comprehensive performance assessment. He has also managed capacity building projects for local authorities, including council-wide improvement.
For 12 years previously, Richard managed and delivered capacity building projects for local and central government and their training institutions. He worked in countries that were in transition and with emerging democracies throughout central and Eastern Europe, in the Balkans, Russia, Central Asia, Southern India and in South Africa.
Prior to this Richard, managed local government's contribution to developing National Vocational Qualifications for local government occupations, after working for a national non-statutory voluntary organisation for seven years.
