Andrew Cozens CBE

 

Strategic Adviser for Children, Adults and Health Services

Andrew Cozens CBE was Corporate Director of Social Care and Health (formerly Director of Social Services) for Leicester City Council from February 2000 to December 2005. He also carried the additional role of deputy chief executive. In that capacity, he was also interim director of education and lifelong learning from June to December 2005.

Prior to that, he was director of social services for Gloucestershire County Council from July 1996. 

Andrew spent most of his previous career in North Yorkshire, joining the department as a newly qualified social worker in 1981, and leaving as senior assistant director in 1996. He also had a four-year spell setting up North Yorkshire Forum of Voluntary Organisations – a county-wide council of voluntary services.

He began his career in the voluntary sector in Birmingham. He was president of the Association of Directors of Social Services for 2004/5. He is an advisor to the Local Government Association and to the Joseph Rowntree Foundation on social care and health matters. 

In his current role he advises local and central government on the development and improvement of key public services.

Andrew Cozens is a Trustee of the Princess Royal Trust for Carers and an Honorary Fellow of the University of Gloucestershire.

He was awarded a CBE in December 2004 for his contribution to social work.
