Sheila Murtagh

Improvement Manager

Sheila Murtagh is an Improvement Manager with Improvement Services, on a one year secondment us until September 2010, contributing current local government knowledge and experience. 

Sheila’s work includes:

• supporting individual local authorities, particularly those in north west England working with both officers and members
• supporting regional and sub regional networks
• supporting fire and rescue services, particularly around partnership working
• involvement in national programmes
• areas of expertise include partnership working, sustainable community strategies, comprehensive area assessment (CAA) and local area agreement (LAA), neighbourhood working, community engagement and strategic performance management.

She is on secondment from Salford City Council where she is Partnership Manager. Since 2001 she led on local strategic partnership (LSP) matters, including ensuring partnership input to the Sustainable Community Strategy, LAAs, strategic performance management, community engagement, equalities and good governance.

Sheila has had 25 years experience of working in local government, covering frontline delivery, management and leadership in a wide range of councils across the country.

From 1998 to 2001 she led a single regeneration budget (SRB) team for a cross-boundary regeneration partnership that supported communities in Salford and Bolton. Prior to this she worked at Southampton City Council in three roles as regeneration manager, community action manager and planning implementation group leader. Earlier she had worked as a town planner at the London boroughs of Haringey and Southwark.
