Understanding the changing health environment

The role of local government in building healthy communities is continually evolving. Since 1992, a series of white papers, reports and recommendations have put local government at the centre of the national drive to improve health and tackle health inequalities. Councils provide local leadership and a wide range of services that affect our health. Their role is similarly vital in leading the local, regional and national partnerships that are delivering health improvement.

Local government has a duty to shape the future of its communities, working with partners through local strategic partnerships (LSPs). Improving health and wellbeing has featured strongly in the ambitions of LSPs throughout the country with three of the 10 most popular local area agreement (LAA) targets addressing health issues, and the majority having a health dimension.
